Delegated Powers Report re: Manor Park Road Site and Transfer to Places for Barnet LLP

Under the Freedom of Information Act 2000, I am writing to request the following:1. A copy of the Delegated Powers Report (DPR) referenced in the response to our MP Sarah Sackman, where Barnet Council stated:'The site was originally approved as a site for development (as part of the Small Sites Modular Programme) by the Housing & Growth Committee in November 2021 and subsequently substituted into the Places for Barnet Programme in July 2024 via a DPR.'Please provide the full and final version of this July 2024 DPR, including any appendices, officer recommendations, or legal commentary included with the report.2. The decision log or record indicating who signed or authorised this DPR and on what date.3. Any internal communications, officer notes or legal advice (including from HB Public Law or in-house legal teams) that were included in or informed the DPR process regarding:*The site's historic and current designation (including as public open space or car park)*The need for compliance with Section 123 of the Local Government Act 1972*Whether public consultation or public advertisement was considered necessary*Any specific risk assessments or due diligence relating to the transfer of the site into the LLP4. Please confirm:*The effective date on which the Manor Park Road site was formally added to the Places for Barnet LLP programme.*Whether the land has been legally transferred to the LLP as of the date of this request, or whether the transfer is still pending.*If not yet transferred, please confirm what statutory or policy procedures remain outstanding (e.g. public advertisement under Section 123, Cabinet approval, etc.)Background & ContextWe are residents tracking decisions surrounding the Manor Park Road site (72-76) in East Finchley, now proposed for development under Phase One of the Places for Barnet LLP. While earlier FOI responses and council correspondence have referenced both the Housing & Growth Committee approval (Nov 2021) and this DPR (July 2024), the document has not been disclosed to date.Given the site's history, designation, and community use, it is vital that the public is able to scrutinise the legal and procedural basis by which it was substituted into the LLP programme.If any of the above information is held in redacted or exempt form (e.g. legal privilege), please state this explicitly and identify which exemption is being claimed for each withheld element.Many thanks for your attention to this matter.
