Planning Executed Obligations & Highways agreements

By way of clarification dated 03.09.2025, my request for information covers all residential buildings and associated planning obligations across the entire Princess Park Manor (PPM) development, including:1-41 Princess Park Manor, NW11 3FL42-80 Princess Park Manor, NW11 3FN81-119 Princess Park Manor, NW11 3FP120-154 Princess Park Manor, NW11 3FQ155-198 Princess Park Manor, NW11 3FR199-236 Princess Park Manor, NW11 3FS237-263 Princess Park Manor, NW11 3FTThe Mews House, The Gate House, N11 3GX300-380 Princess Park Manor (East Wing), NW11 3GXThese blocks collectively form part of the original PPM masterplan and should be treated as a single development site for the purposes of Section 106, Section 278, planning history, affordable housing, and associated compliance/enforcement records.If the Council holds a site-wide planning reference or master parcel number for the PPM estate, I would be happy for the request to be processed on that basis.1.Executed obligations & highways agreementsoAll Section 106 agreements, Deeds of Variation, Unilateral Undertakings, and any Deeds of Assignment/Novation for PPM (full schedules, plans, appendices).oAny connected Section 278/38 highways agreements.2.Planning history packoDecision notices, committee/Delegated Officer reports, and Heads of Terms describing obligations.oA list of all planning application references (including any enforcement cases) the Council associates with PPM.3.Obligation compliance & enforcementos106 monitoring records for PPM showing each obligation, its trigger(s), whether trigger reached, status (met/outstanding), dates of compliance, and any enforcement/breach notices.oAny compliance/discharge confirmations (including partial discharges).4.Financial obligations (obligations only)oA CSV of all financial obligations due under s106/s278 for PPM: obligation name, base amount and indexation basis, trigger/due date, invoice date, amounts received with dates, and any outstanding or written-off balances.5.Affordable housing & viabilityoThe affordable-housing schedule (quantum/tenure/phasing) and any review/overage mechanisms.oAny viability appraisals and independent reviews held for PPM. (If relying on Reg 12(5)(e) or others, please provide a public-interest test and disclose all separable material.)6.CIL / Infrastructure Funding Statement (if applicable)oWhether PPM is/was subject to CIL; if so, a CSV of CIL liability, demand, receipts, surcharges, reliefs, and outstanding balances, and any allocations in your Infrastructure Funding Statement.7.Correspondence limited to obligationsoEmails/letters between the Council and the developer/agents specifically concerning s106/s278 compliance for PPM (you may exclude routine admin/diary invites; redact personal data).
