Information regarding the use of motorcycles in specific bus lanes

Under the Environmental Information Regulations 2004, I am requesting information regarding the use of motorcycles in specific bus lanes in the London Borough of Barnet. My request is deliberately narrowed to five named bus lanes to ensure it is reasonable and proportionate.The locations are:Thank you for your response regarding my Environmental Information Regulations request.To clarify, please proceed with my request in relation to the following bus lanes within the London Borough of Barnet:A1000 High Road (between the tube station and East End Road, N2)Barnet High Street (Northbound - from junction with Meadway to junction with Fitzjohn Avenue)Barnet High Street (Southbound - from junction with Wood Street to junction with Normandy Avenue)I understand that the other locations I listed (Colney Hatch Lane, Muswell Hill Broadway, and Muswell Hill Road) fall outside Barnet's jurisdiction. If possible, I would be grateful if you could transfer that part of my request to the relevant authority (Haringey or TfL) under the EIR/FOIA Code of Practice. Alternatively, please confirm which authority I should approach.----For these bus lanes, please provide:1. Policies and Guidance*All internal policy documents, guidance notes, and strategy papers used to determine the rules for motorcycle use in the above bus lanes (from January 2022 onwards).*Any relevant Traffic Management Orders (TMOs) setting out which vehicle types are permitted in each of these lanes.2. Rationale for Exclusion of Motorcycles*Any internal correspondence (emails, memos, meeting notes, briefings, WhatsApp messages) between officers, councillors, or contractors that relate to the decision to either permit or prohibit motorcycles in these lanes. This does not align with Think! Bike! safety campaigns*Any documentation outlining the rationale for motorcycle exclusion (or inconsistent access) in these specific lanes.*Any risk assessments, safety studies, or comparative analysis with other London boroughs or TfL guidance that informed these decisions.3. Consultation and Public Engagement*Records of any public or stakeholder consultations regarding motorcycle access to these bus lanes, including responses received or summary findings.*Any Equality Impact Assessments (EqIAs) or other assessments that considered the implications for motorcyclists.4. Monitoring, Enforcement, and Revenue*Data on the number of Penalty Charge Notices (PCNs) issued to motorcycles for bus lane infringements in these bus lanes since January 2023. This is not clear from your online dashboard.*Revenue generated from these motorcycle-related PCNs, broken down monthly.*Any internal reviews, audits, or reports on the enforcement or operation of these specific bus lanes in relation to vehicle eligibility.If any information is exempt, please specify which exemption is being applied and justify its use.
