Council Tax liability proceedings

Under Section 1(1) of the Freedom of Information Act 2000, I require the following information in relation to any person(s) who has acted, or is currently acting, as a 'Court Officer' or similar title on behalf of the Council in Council Tax liability order proceedings before the Magistrates' Court.1. Please provide the full name(s) and job title(s) of all individuals who have acted, or are currently acting, as 'Court Officer' in such proceedings within the last three years.2. Please confirm whether each of those individuals has ever held any legal qualification or practising certificate issued by the Solicitors Regulation Authority (SRA), Bar Standards Board, or CILEX, as required for authorised persons under Sections 12-13 of the Legal Services Act 2007.3. Please confirm whether each of those individuals was authorised under any law or regulation to prepare, sign or submit legal documents (e.g. summonses or liability order applications) to the Magistrates' Court, and if so, identify the specific statutory or regulatory provision granting that authority.4. Please confirm whether each individual was authorised to represent the Council before the Magistrates' Court, and if so, under which section of the Legal Services Act 2007, including any claimed exemption under Schedule 3.5. Please also confirm whether the Council has reviewed or implemented any measures following the High Court judgment in Mazur v Charles Russell Speechlys LLP [2025] EWHC 2341 (KB), particularly regarding unqualified persons conducting reserved legal activities, and if so, provide details of any resulting policy or procedural changes.
