To first establish if you need to complete the full questionnaire, please answer the following question:Does the council/local authority/housing association operate a heat network or heat networks serving domestic consumers?*If the answer is no, your only obligation is to respond to this email confirming there are no domestic consumers served by your heat networks by 25 November 2025. *If the answer is yes, please fill out the attached questionnaire and return via email by 19 December 2025.The full questionnaire:We understand from conversations with local authorities, housing associations and their representative bodies that the number of Notices of Seeking Possession (and subsequent stages of eviction proceedings) issued specifically for heating debt is not directly available information. Our Request therefore seeks to gauge this information by proxy, via questions about*the number of domestic residences on heat networks and domestic residences not on heat networks within your portfolio, broken down into leaseholder and social housing tenant categories*the number of notices pertaining to each stage of the eviction and forfeiture processes issued to each group as a result of arrears*a breakdown of heat network payment method*The average annual heat network charges to individual domestic residences, broken down into long leaseholder and social housing tenant categoriesWe ask for this information over a 5-year period to track correlations over time with changing heat costs.
