Fixed Penalty Fines - mistaken identity/false representation

Could you please confirm how many cases of mistaken identity/false representation in relation to fixed penalty fines the council has investigated over the past five years? (2020 - 2025, inclusive).For an abundance of clarity, I am referring to cases such as this, where people have said a fine has wrongly been issued in their name: https://www.theguardian.com/uk-news/2025/sep/06/non-smoker-fined-433-dropping-cigarette-butt-manchesterCould you please break this figure down year by year?Could you please also specify how many/what percentage of the claims in each year have a.) been resolved and b.) been found to be fraudulent?If possible, could you also please provide any data on the cost of these investigations?
